Libeiya have received and fully understood Company (Haldor Topsoe (Beijing) Co., Ltd.) and RAMBOLL (Project Management Team)?s SITE RULES and CONRAMBOLLCTORS BASE HSE REQUIREMENTS MANUAL and promise to observe all the requirements and Site rules. 丽贝亚已经收到并完全理解业主Baxter/CPL现场规定和HSE要求手册。并承诺遵守所有现场规定的要求。 1.
2. Purpose
目的
The purpose of this file is to set up the organizations and programs for the implementation of the Health, Safety and Environmental（HSE） activities and to set criteria and regulations for the recording, follow-up and closeout of recommendation items arising from HSE activities. 此文件的目的是制定执行健康、安全、和环境（HSE）活动组织的计划程序。并为HSE活动中得出的建议制定记录，跟踪，和关闭的标准和规定。

MCC has the following commitments for the Health, Safety and Environment:

? Under the leadership of the general manager of MCC, the project manager of Libeiya
for the concentrator building steel work will take the full responsibility of HSE. Every department of on-site organization will participate in the implementation of all HSE management system.
在丽贝亚总经理的领导下，项目经理将对HSE工作全权负责。现场每个部门都要参与整个HSE管理系统的执行。
? Libeiya requires that management / supervisory actions will always demonstrate that
cost, schedule, and quality concerns do not prevail over HSE requirements of this HSE plan.

现场管理组织结构图
Libeiya will authorize full time qualified and experienced Safety Supervisor for the project work and the ratio of Safety Supervisor and working staff will be very 50 working staffs with one Safety Supervisor. Libeiya Safety Supervisor will work under the leadership of the safety supervisor the Owner / CPL.
丽贝亚将为项目施工指派优秀的、有经验的安全管理员而且安全管理员与工人的比例为每50名工人1名安全管理员。丽贝亚的安全管理员将在业主/CPL的安全人员的领导下工作。
