教育信息化助推李沧区教育发展
李沧区位于青岛市区北部，辖区面积99平方公里，人口近60万，是2014世界园艺博览会举办地。近年来，李沧区正处在由城乡结合部向城市核心区嬗变的时期，城市人口急剧增加，新市民大量涌入，随迁子女已占在校学生总数的一半。学生来自全国各地，个体差异较大。这不仅给教育设施的承载带来了巨大压力，也给区域教育均衡优质发展带来新的挑战。基于这种情况，我们一方面加快现代化学校建设，“十二五”期间新建学校13所，校舍面积翻了一番；另一方面全面实施“多彩教育”，面向全体学生，促进每个孩子的全面发展、个性发展、自主发展和终身发展。 在推动区域教育现代化发展进程中，我们也越来越认识到信息技术对于加快教育发展的重要性。近年来我们认真贯彻上级部署，按照“硬件是基础，软件是核心，应用是关键”的总体思路，大力推进“三通两平台”建设，在推进信息技术与教育教学深度融合、转变教学方式等方面，进行了积极探索。围绕“用起来、管起来、有实效”的工作思路，积极探究装备的“个性化”、“特色化”、“现代化”配备，大力推进“电子书包”、“三个课堂”、“信息技术与学科深入融合”的研究，通过教师培训、课题研究、组织竞赛等活动，充分发挥信息化在教育教学、教学管理中的作用，全面提升李沧区信息化管理应用水平。2015年，在全国新媒体新技术教学应用观摩会上和全国基础教育信息化应用现场会上分别
作了做了经验交流。在2015国际教育信息大会期间承担的工作获市政府表彰。
一、坚持顶层设计，区域架构与学校探索相结合
一是做好区域整体规划。先后印发了《李沧区教育信息化建设三年行动计划》《李沧区中小学教育信息化应用指导意见》《李沧区教育信息化应用考核办法》等一系列文件，设立教育信息化培训专项资金、制定具体培训目标、将学校教育信息化应用研究工作纳入考核范围，确定以教育信息化推动全区教育跨越式发展的方向。成立区教育信息化推进工作领导小组、专家咨询委员会和学校发展共同体，定期研究、部署和调度有关工作，确保信息化建设面上统筹、指导有力、落地生效。
二是鼓励学校先行先试。确定了9所信息化建设应用试点学校，在智慧校园建设、网络学习空间建设和学科教学与信息技术融合等方面先行实践探索。学校通过“请进来，走出去”，提高教师意识，让他们感受到信息化已经成为推动教育变革的重要力量，跟不上就会影响发展。注重给老师搭建平台，让他们在自己感兴趣有特长的领域主动探索，快速成才。青岛铜川路小学被评为省数字智慧校园示范学校，2015年5次在国家信息化相关会议上交流发言，青岛63中等3所学校获全国NOC教育创新实验学校，青岛62中获“基础教育信息化应用示范校”。
二、坚持投入保障，标准配备与个性设置相结合
在区域教育发展历程中，我们深刻认识到信息化已成为推动
教育现代化新的重要引擎。按照“完善顶层设计、配备适度超前、区域整体推进”的工作思路，2011年以来累计投入4.2亿元,全方位实施信息化环境建设。
一是在全区层面，加强网络环境和云平台建设。区域内双网并行，搭建了万兆骨干外网，所有中小学、幼儿园均光纤接入。完善“三通两平台”建设，“班班通”“人人通”为学生和教师构建起教学、教研、学习的网络支持与服务环境。同时，集中了教学工具、学科题库、和家教微课等内容的教育资源公共服务平台，以及集电子政务、财务管理、教育评价等多功能为一体的教育管理公共服务平台建设正在不断优化。全区100%的教师和80%的学生均开通了人人通账户，为全区教师教育信息化应用研究和提高学生信息化应用水平、实现教育资源共享搭建了良好的环境。
二是在学校层面，坚持标准化配备与个性化设置并举。全区中小学所有教室和处室都安装了交互式电子白板，均高标准配备了录播教室和电子书包。在此基础上，根据每一所学校发展特色和规划，分别配置了3D创客体验馆、云数字星球、云图书馆、机器人智慧空间等一系列个性化设施和场所。师生在校园内处处感受到信息化的气息，时时拥有信息化的体验。
三、坚持培训先行，点上突破与面上普及相结合
一是注重校长信息化领导力的培养。我们认识到，校长的信息化领导力，决定了教育信息化是否能真正落地、快速衔接和高度融合。每年组织1次校长赴北大、东北师大等高校进行信息化
领导力培训和赴上海等地跟岗学习，增强校长在新形势下推进信息化的使命感、紧迫感，明确学校信息化发展方向和路径。
二是打造一支具有较高应用水平的种子团队。我们把教研员、学科骨干及信息技术教师作为重点，交任务，压担子，示范引领。集中组织外出参加各种高端研修，2015年邀请多名知名专家赴我区开展现场指导和信息化培训20余场，组建交互式电子白板、电子书包、专递课堂等10个“教育信息化应用研究协作体”，同时，充分发挥40个区校两级名师工作室的作用，各主持人带领成员加强信息化优化学科教学研究，使他们首先成为信息化应用的行家里手。
三是让信息技能成为每名教师的基本功。近年来，我区用于教育信息化的各级各类培训经费达到了近千万元，先后有50多位专家来李沧指导、授课，全区层面和各校自行组织的培训活动达到了350余场次。发挥种子团队的示范引领作用，他们分片区进入各校对全体教师进行第一轮系统的扫盲培训。教研、科研、培训、电教四部门联动，深入教学一线，根据实际问题和需求实施再一轮有针对性的培训。借力“国培计划”和“一师一优课，一课一名师”活动，有力提升了全员教师的信息化素养。与淄博市北门里小学等信息化优质学校互派教师，交流研讨。通过学校全面检测和教体局抽测等方式，使绝大部分教师都能掌握信息化的基本应用。
四、坚持课题引领，信息技能与教育实践相结合
深入开展“十二五”重点规划课题《交互式电子白板环境下多维互动有效教学策略的实践研究》，全区所有中小学均参与研究，课题研究的过程同时也成为教师不断学习提高和实践融合的过程。在2015年“全国新媒体新技术教学应用研讨会暨第八届全国中小学互动教学观摩活动”中，我区有87名教师获奖，20位教师被组委会选定参与现场竞赛展示，成绩在全省名列前茅。坚持以课题研究引领信息化深入发展。2012年，我区《交互式电子白板环境下多维互动有效教学策略的实践研究》分别被中央电教馆、教育部教学仪器研究所、山东省教科所确定为“十二五”重点规划课题，同时还设立了19个子课题，全区所有中小学均参与到课题研究中，课题研究的过程同时也成为教师不断学习提高和实践融合的过程。
一是专家指导，明确研究方向。邀请中央电教馆、北师大等多位专家成立“教育信息化发展专家组”，为课题研究指引方向。区域内成立多个“教育信息化应用研究协作体”，围绕电子白板的应用，加强研讨、协同推进，指导日常教学，使课题研究成果落地生效。
二是借力国培，深化研修内容。近三年我区均参加了教育部教师“国培计划”的试点，有两年研修专题都是“信息技术优化学科教学”，这为我们开展全员系统培训和应用提供了难得的资源。借力“国培”，教师随时在网上向专家请教，与同行共同研讨、分享、成长。在研修过程中，还形成了一大批优秀案例和微课，为信息

一、 组织学习情况：2015年8月28日、29日，滨城区教育局安全办组织参加赴青岛李沧区学习安全教育平台使用情况。
二、 完成的重要工作：
1、2015年5月12日，组织防震逃生演练。 2、2015年6月3日，组织防踩踏演练。
3、2015年6月16日，开展防溺水教育活动。 4、2015年8月15日，班主任安全教育平台培训。
5、2015年9月5日，“珍爱生命、拒乘黑出租”学生签名活动。
6、2015年9月22日星期二下午，迎接滨州市教育局安全科到我校检查《学校安全制度落实》活动情况。
7、2015年10月28日，区教育局安全办到学校进行2015年度安全专项督导检查，检查效果很好，受到领导的肯定。 8、2015年11月9日周一上午，成功组织开展了119消防疏散演练和灭火实战演练。
9、2015年11月13日，组织召开校车司乘人员冬季安全会议。
9、2015年12月22日安全办组织学生参加安全教育体验活动。效果明显，提高了安全意识。

三、存在的问题和反思
1、学生安全意识淡薄，自护自救的能力较差，根据这个情况，需要进行安全体验教育活动。
2、安全教育平台使用情况欠佳，主要是农村学生为主，家长不重视或家中无电脑。根据这个情况，家校需要加强沟通。
